Man Allegedly Assaults Teen; Iowa City Police Blotter: September 13.

Curtis Lee Kemp, 44, of 1100 Arthur St., was charged with assault causing bodily injury, a serious misdemeanor, for an offense that allegedly occurred on Sept. 12 at 6:07 p.m. Police say Kemp got into an argument with a 14-year-old boy over a bicycle. Police say in the course of this argument, two witnesses -- a security guard and the boy's friend -- saw Kemp grab the boy by the neck and throw him to the ground. They then said they saw Kemp grab the boy by his neck and prepare to punch him, hitting him with only a glancing blow with his fist. Kemp told police that he had prepared to punch the boy, but had held himself back, according to criminal complaints. Police said the boy had a scratch on his neck and cuts inside his mouth from the incident.
