Karen Kubby, president of the SSMID board and owner of the downtown business Beadology, said the organization is classified under the Internal Revenue Service code as a 501c6 private, nonprofit organization, and private nonprofits are not subject to the Iowa open meetings law.

“I think, especially at the beginning — we have such a diversity of stakeholders that we just want to do our work,” Kubby said. “People might have lots of different kinds of things to say and want to feel free to work though that in a private setting.”

The Iowa City Council approved the SSMID’s formation in December. The board is designed to promote and beautify downtown businesses. To fund its efforts, all property owners within the established downtown district must contribute an additional $2 per $1,000 of assessed property value beginning in September.
