Directs the operational, financial, and personnel activities of the accounting division. Plans, assigns, and reviews the work of support staff in the maintenance of accounting records, payroll processing, accounts receivable, accounts payable, and financial reporting. Compiles financial reports and works with auditors in the completion of audits of City accounting records and procedure compliance. Directly supervises six to ten employees. Prepares and administers the accounting division annual budget. Plans, assigns, instructs, advises, and reviews the operations of support staff in processing payroll, financial reporting, accounts payable, accounts receivable, bond payables, grant accounting, escrows and benefits accounting. Compiles monthly financial, annual financial report and annual state reports; acts as a liaison to external auditors. Recommends, coordinates, and monitors modifications concerning mainframe and microcomputer financial application systems. Coordinates financial application systems and training. Monitors City’s financials; compiles information and document transactions. Evaluates, coordinates, and implements accounting procedures and policies with City departments and divisions. Oversees and implements internal audit programs and internal control policies and procedures. Monitors outstanding accounts receivable and implements collection procedures. Coordinates Housing Authority financial records and financial submissions to housing and urban development (HUD). Maintains City chart of accounts. Approves federal grant draw-downs based on expenditures. Prepares, files, and monitors required bond disclosures and notices; acts as City’s bond registrar and paying agent. Performs all other related duties as assigned.

 

Minimum education, experience and certification

Bachelor's degree or equivalent from an educational institution accredited by a DOE recognized accreditation body required. Two years minimum experience in financial management required. A master’s degree from an educational institution accredited by a DOE recognized accreditation body is preferred. Five years experience in governmental accounting or Certified Public Accountant is preferred. Two years supervisory experience preferred. Background check required.
