Long Absent Hope House Inmate Allegedly Found Intoxicated in Downtown Alley: Iowa City Police Blotter, March 9

An Iowa City transient, who had been on parole for previous offenses and had gone missing from Hope House community corrections facility on Nov. 30 of last year, was allegedly found in a downtown alley earlier this week intoxicated and unlawfully in possession of perscription drugs.
Police say Clint Charles Askvig, 31, no address known, was found with four other people hanging out in an alley at 100 S. Clinton St. According to the complaint, officers responded to the scene due to a "concerned citizen" reporting that there were men in the alley smoking marijuana, and Askvig was one of the men that was among the group. When observed by the officer, Askvig allegedly smelled of alcohol, appeared intoxicated and had a blood-alcohol content above the legal intoxication limit.
Police arrested Askvig for public intoxication, and during a subsequent search of his backpack, police allegedly found perscription medicine belonging to another person.
Askvig was charged with absence of custody, public intoxication, unlawful possession of perscription medicine, and an open container violation.
According to another document, Askvig disappeared from Hope House back in November after signing out to go to Goodwill and never returning.
